  1. Allow life pass at the time it is limited from birth. Do not shorten it, or extend it, there is a purpose always for the life span of your body. You came to Earth to learn an experience, at the end of your life on the planet, you must rest and then do a review of what you did to help humanity and what you did against it. When on Earth, you exert “Free Will”, in your afterlife review, you’ll see if the power you brought with you at birth, was well used or not. At the end of your review, you need to learn and ponder your life. Then and only then you will be able to return for a new experience on Earth. Shocking? It shouldn’t be, you are made on my own image, that is, you are living energy, as I am.
  2. The way you are doing things, using too much technology to do the basics of life is more dangerous to humanity survival than humanity thinks. You can control almost everything from inside you, not from the outside. All my special envoys give you the message, live well, help each other, love thy neighbor as you love thy self. Don ‘t destroy the environment, it has a purpose, the survival of the human race. Don’t overeat, share food with those who don’t have. Slow the pollution of the planet.
  3. This message is not directed to someone in particular, it is directed to all humankind. If it is not understood, translate it. Do not add, do not take. It is very simple. Learn to care for each other, you all live in the same planet, it is not yours, but you can use it if you take care of it. Earth does not belong to anyone in particular you are living on it for a time only. Do not harm it.

This panel has created a rough draft of the Neuro-Specific Human Rights Bill, which will be distributed to all conference attendees. Discussion regarding the current state of the bill is highly encouraged as it will be presented to legislative assembly later in the year. All suggestions regarding any potential revisions to the bill will be acknowledged, reviewed, and deliberated by the panel. This conference will be covered by multiple media outlets, and representatives from all 4 major political parties will be invited.

    We have assessed the implications of emerging neurotechnology applications in the context of the human rights framework, and we suggest that existing human rights are not sufficient enough to properly protect the general populace. After analysing the relationship between neuroscience and human rights, we identify four new neuro-specific human rights: the right to cognitive liberty, the right to mental privacy, the right to mental integrity, and the right to psychological continuity.

    This proposal of neuro-specific human rights in response to emerging advancements in neurotechnology is consistent with and a logical continuation of the proposal of developing genetic-specific human rights in response to advancements in genetics and genomics as set out by the Universal Declaration on the Human Genome and Human Rights, and the International Declaration on Human Genetic Data.

    The freedom of thought, freedom from slavery, torture and inhumane or degrading treatment or punishment are regarded by international human rights law as not subject to any exceptions and, therefore, as absolute rights. Absolute rights cannot be limited for any reason. No circumstance justifies a qualification or limitation of absolute rights. Absolute rights cannot be suspended or restricted, even during a declared state of emergency. The right to cognitive liberty, the right to mental privacy, the right to mental integrity, and the right to psychological continuity should also be enacted into law as absolute rights.

    We firmly believe that enacting the Neuro-Specific Human Rights Bill into Canadian legislation will set a remarkable precedence which will allow many other countries around the globe to follow suit with ease, and adapt the same bill into their own legislation. The experiences of people who describe themselves as undergoing electronic harassment using esoteric technology, and who call themselves “Targeted Individuals” (“T.I.”) vary, but include hearing voices in their heads calling them by name, often mocking them or others around them (voice to skull – frey effect) as well as physical sensations like burning. They have also described being under physical surveillance by one or more people. Many of these people act and function otherwise normally and included among them are people who are successful in their careers and lives otherwise, and who find these experiences confusing, upsetting, and sometimes shameful, but entirely real. Their are news stories, military journals and declassified national security documents to support these allegations. The New York Times estimated that there are more than 10,000 people who self-identify as targeted individuals in the US alone.

    Press accounts have documented individuals who apparently believed they were victims of electronic harassment, and in some cases persuaded courts to agree. In 2008, James Walbert went to court claiming that his former business associate had threatened him with “jolts of radiation” after a disagreement, and later claimed feeling symptoms such as electric shock sensations, and hearing generated tones and other strange sounds in his ears. The court decided to issue an order banning “electronic means” to further harass Walbert.
